Sindarin and Quenya are the two most important languages of the elves, yep; Sindarin is spoken by most elves and also some of the Men of Gondor and Arnor know how to speak it (like Aragorn) because it was used as language among the royal families. The wood-elves also use some variation of Sindarin.
Quenya is sometimes called "elven latin" which is, as I think, quite a good description; it's more used for writing and "official" things and the grammar is quite complicated.
Who speaks them today? Well, some crazy lotr geeks 😉
I know only a bit Sindarin (doing some course at the moment to refresh everything) and some words + a very little bit grammar of Quenya (also started a course but didnt really work because I always ´mix up everything with the "real" languages I learn)

That's what I meant...Elvish isn't an official language people just have to learn it off of sites and stuff.
