I will be the first to admit that Juggernaught is one of my favorite Villians but I know his limitations too.
I believe that out of all the Villians Hulk has faced he has grown strong enough to overpower them, but he has never had a clear victory over him unless you which to include War Hulk but then you can go to Trion Juggs and what i am trying to say is this battle has never ended with a clear cut winner on both sides. Why out of all the powers in Marvel these guys are perfect for fighting each other meaning that no one here can gain a claer adantage over eachother.

Personally, I don't believe Hulk can beat Juggernaut. Juggernaut's durability has no limitations. In order to hurt him, you'd have to be more powerful than Cyttorak itself.
