Cain devised a plan He would pretend to reform in order to work for the government to gain inside connections to further his criminal activities. To this end, he asked the Commission on Superhuman Activity if he could be their bounty hunter. The CSA was suspicious of the notorious Juggernaut's request but agreed anyway. After presumably gaining all the connections he wanted, the Juggernaut dropped the reform facade and revealed his criminal intentions.
u cant say hes not smart cause he pulled that off and that does not make him some sort of scientist but does make him smarter then hulk

Juggernaut never has to eat, sleep or breathe EVER. Even Hulk will eventually run out of gas. Only thing that's stopped some of their confrotnations in the past is a telepath from the X-Men shows up, or Juggs just gets bored with it, and goes off to amuse himself with some petty crime caper. Sometimes, he's not focused.
He won't wear down either; he'll only get stronger during the fight. He possesses not only unlimited strength, but also durability and stamina.

He doesn't have infinite stamina or strength, either. He has the potential for it, but he'd need infinite rage to access it. Which, of course, he doesn't have.
I've seen many times Hulk stop fighting someone just because he's bored and not angry. And WHEN he stops fighting, and his anger slows...guess what? All the beatings and pain he took during the fight hits him at once, sometimes knocking him out (Like the Thor fight or the big White monster fight or Abomination fight).
IF Hulk could stay angry forever(which he can't) then this would be a tie.
Since he cannot, he would lose after a very long time.

Of course, when Hulk feels hungry and he isn’t doing anything, he will eat something. But if completely deprived of food, his body will adapt and evolve beyond that basic need.
Also when enraged and fighting, Hulk would be fueled by his adrenaline, ambition, and drive. Because of this he would not feel hungry or tired in the first place, as long as he is fighting Cain.
I never said Hulk's strength was infinite, just unlimited. There is a difference. Infinite implies that his strength is consistently at Infinity (which is just impossible because you can't count to infinity). Limitless means eventually he could be 5X stronger than when he started off, then 10X stronger, 100X, 1000000X, and so on. There is just no limit for him to reach.
I've said this MANY times before that Hulk's strength is not completely dependent upon his anger. When Bruce Banner was a kid, he wanted to be strong to protect his mother from his abusive father and that desire for strength stayed with him, supposedly subconsciously. The Savage Hulk is all of Banner's repressed emotions unleashed (anger, ambition, drive, etc). When the Hulk needs to reach a certain level of strength, not only will his rage push him to that level, but also his desire to be the strongest one there is. In other words, when the Hulk has to reach a certain level of strength, if allowed, he can and will reach that level.
All that aside, who says he can’t stay angry forever? Hulk is, after all, the embodiment of Bruce’s rage. If he’s constantly fighting Juggernaut, then he has no reason to calm down. Cain could possibly win, by stop fighting and trying to reason with Hulk and calm him down, but I doubt that would even work because:
1. Cain doesn’t have enough common sense to think of something like that
2. Cain also often lets his ego get in the way, meaning he’ll keep trying to prove he’s better than Hulk and vice versa.
3. Unless sated otherwise, both combatants are assumed to be in Bloodlust Mode, meaning neither will quit fighting.
Be that as it may, the Hulk is not powered by interdimensional forces but science. It's not like when Sasquatch was one of the Great Evil Beasts that came out of their world, rather than a scientific reaction. I don't believe that Hulk, being partly a creation of Bruce's repressed psyche, is beyond any harm because his brain can just will him to do whatever he wants. If it were true, he'd never get knocked out or lose a fight to anyone, which he has.

Not true. Even on some Hulk fansites and respect threads, the claims of how long he can go without food or water are only a few weeks, at best.
And he's never been shown to survive in space without air.
Juggernaut has also been defeated before, even in physical confrontations, so what's your point?
Applying science to comic books will only get you so far. There's no (logical) scientific explanation to how being under a yellow sun gives Superman the power of freeze breath or telekinesis or how Magneto has a mutant gene that gives him power over metals while his kids randomly have super-speed and magic from their mutant genes. This is just how it is.
In comics, science can be just as big a plot device as magic.

I've stated before that Hulk himself apparently was never aware of this quality, or if he was, he just didn't care. Chances are, every time he felt the need to eat something was when he WASN'T fighting any one.

This has been asked before - When and where has Juggernaut been defeated, PHYSICALLY?
It hasn't happened.
Although he's never been KOed physically, he's also been tripped by Thing, knocked around by Colossus, and physically beaten silly by Thor (I believe leonidas posted scans of the fight with Thor in the Who's Strongest Thread).

The Venom fight was pure PIS to the fullest. Everytime Juggs and Thor have fought, it's either ended with Juggernaut winning, or Thor making a ditch for Juggs via the God Blast. That's another thing; Juggernaut took the God Blast with a smile and the God Blast was the power that took down Mangog for cryin out loud!
