its on the top of a building. you have to lure a banshee in the beggining into the tunnel. far enough so it isnt destroyed once you jack it by the invisible banshee wall. fly through, and force it through the small tunnel to the outside, fly it sideways. then just head up to the top of the buildings to your left...and eventually you should see a tiny dot. it's hard to see. when you get closer you see a plasma rifle floating above a warning cone. pick it up, and you are using the main cannon of the scarab.
