More discussable at the least- lotsa worldbuilding and lotsa characters.
Also, a lot of questions on what really happened in the past, who certain characters are, and such.

Well, One Piece has a lot of worldbuilding too. I personally think it has the biggest(and most entertaining) world of the HST. And both have a similar number of characters.
This part is completely correct though. I don't know why but Naruto fans are just conspiracy theorists man. "ZOMG the 4th Hokage was Naruto's father! He's also the leader of Akatsuki!" and stuff. Whereas the most speculative One Piece fans get revolve around that there Dragon guy. From my perspective at least. Kishi likes to spark more discussion than the others, whereas Oda just wants us to have fun in the world he's made.

There isn't really too much mystery in One Piece as of now though. We know what the True History basically is, aka a bunch of terrible things the WG did that they're covering up. We know who Dragon is, aka a revolutionary and Luffy's dad. And there isn't anything that we know enough about to speculate on.

I should say, more characters that hang around.
Naruto has five villages and the enemies, each with regular characters. All of the Konoha 11 and Taka/Hebi get revisited semi regularly, and likewise the Kage and villains.
Most of the OP characters are crew or get left behind as the voyages go on. So you've got a core group, and the rest cycles by.

Oda does have his lost century thing and ancient weapons, but we don't have enough info to make much guesses yet.
On the other hand, we have a nice incomplete picture of what happened with Hashirama/Madara/Tobi etc.. We know a lot of stuff happened, and we know what some of it is, but we don't know how it all fits together.

Eh, the rest of the Konoha 11 don't really feature regularly. Before the War, we had some of the 11 featured (lightly, mind you) during the Invasion arc, and before that, it was during their hunt for Itachi.
Of course, don't really know if it is worse in OP.
