Naruto characters aren't as well-designed as Bleach characters, and so it's more difficult to make a list like this. Because once you get to a certain point you're not really comparing quality characteristics but rather the lack of poor characteristics.

Mei and Tsunade are both horrible characters, but Mei less so than Tsunade. But that line of thinking only misrepresents my sentiments regarding said characters.

Even Tōsen -- who was my least favorite Bleach captain -- had justified motives, as well as distinguishable characteristics. I can't really say the same for Tsunade who won't accept anything but rainbows and unicorns without compromise.

Danzo never became Hokage so I don't know why people are picking him.

His position was rather confusing but he says himself that he never became Hokage. Apparently the Jonin still had to vote on it before the paperwork was all clear.

Course, I never understood why people liked Danzo to begin with.

Danzo had good villain potential but was introduced too late in the story to compete with the Naruto-Z characters...I guess

The Jōnin don't get vote on shit, it's the Daimyō who chooses the Hokage, and he was clearly chosen.

There's no reason for why people shouldn't be allowed to vote for him.
