There's two steps to being Hokage- being selected by the Daimyo, which makes one officially Hokage Candidate, then being approved by the jonin council.
Danzo had been through half the steps, granting him the power to act as Hokage in the summit, but things had not yet been sealed.
They did things faster with Kakashi since he was the jonin's choice and the Daimyo's second choice, but had yet to finalize things when Tsunade woke up.
So Danzo did have an official Acting Hokage position, but one thing he was counting on with the summit was success.
There's a third, unstated and unofficial qualification for Kage after all- other Kage's acknowledgement of said Kage, a Hokage who can't make the other Kage acknowledge them as a Kage can't do half the job. A successful summit would mean that other Kage acknowledge Danzo as a peer on the negotiating table and representing Konoha, which'd make his political position pretty hard to touch. Trying to swap him out after one meeting would make Konoha look indecisive and divided, etc.. (If things had gone well).
And with Kakashi, the other Kage already did acknowledge him from the start, which in turn made him a very logical choice in Konoha.

The anime actually addressed this with a gag through the episode: The man who carves the monument's face was just about to start working on Danzo before getting interrupted. Later he is doing the same for Kakashi before getting interrupted again because Tsunade woke up.
So, if we go by that, then Danzo was never Hokage.

Indeed. It was actually a pretty touching episode. Guy challenges Kakashi to a race across Konoha(which unsurprisingly leads to shenanigans) that Kakashi ends up narrowly winning.
Guy: I wanted to have one more contest with you. Once you become Hokage, you'll be too busy.
Kakashi: Guy....no matter what, you'll always be my rival.
Major d'awww.
Also on the 'Kage acknowledgement' thing- when the anime has leaders of minor villages call themselves Kage, it makes me think the real Kage thing 'what posers' and the like.
Honestly I don't think a non-Kage in a minor could get away with it. It'd be inviting tons of attacks from rivals.
(And if a village was strong enough to not worry about that, they wouldn't be a minor village to begin with!).
