A torn off branch can set roots, meaning that it's possible for it to grow upwards.
It's pretty evident what Obito is doing. He tore of branches and made them grow as part of his training. This because he was infused with the organic matter from the tree containing Hashirama's cells.

I think the translators got the sfx wrong tbh. The stump is cracked at the top, and it is thickest there. If it were growing from his hand, it'd be thickest at the bottom.
So yeah, PG's prolly right.
