Not really. Your argument, on the other hand, fails as you are using a V2 cloaked Bee who was two feet away from a crippled Nagato. Unless you believe V2 cloaked Bee is as fast as Base Bee, and that a crippled ninja is capable of dodging just as well as a flying ninja.

Which does nothing for your point, at all. Either Naruto in KCM and B in base mode are so damn fast as to make the Sharingan's predictive abilities null, or they were not using it for most of the exchanges. Take your pick because they can't both have the sharingan and get dropped on. I look at it this way: the abilities had to be quickly alternated by Tobi so this is why Naruto and B are getting hits in on the ET jinchuriki.

A Nagato that was on the offense and was stupid fast. And there is where all of your arguments fail. Had Nagato not be on the offense, you would have actually had a decent point.

Mm, I view the rating more of a statement of skill. The biju chakra more amps the strength and speed to make it more dangerous rather than giving killer skill.

Most ninja's have one main ninjutsu/mainstay. We really can't say if Fu has anything else. Since that was all Fu used, we can be more correct in assuming that that is all Fu has than to assume Fu has high level and can use more types of high level ninjutsu.

I would definitely do that in Taijutsu and Speed but drop it in Ninjutsu.
Compare that to B getting a speed blitz off against Nagato and Nagato was even looking right at B. That's the different. 😄

I believe having an academy level of knowledge of it gives you at least a 1. Just guessing...baselessly...
Well, Rock Lee had a .5, but he's considered to have effectively zero talent and probably got in on a special exception on his taijutsu level.
And even Lee improved to 1 by the timeskip.

Sorry, where exactly are "Naruto and B getting hits in on the ET Jinchuurikii", to the point where they'd make the Sharingan useless? I don't see Bee and Naruto running circles around all of the ET Jinchuurikii. I see the ET Jinchuurikii cornering and pushing B & Naruto's shit in to the point where Bee had to fully transform, and Kakashi & Gai had to save Naruto.

Fu didn't have to use Sharingan or Rinnigan in most of the punks she had against B. That's the basis of my point. Also, I already covered that, two times prior, in my posts.
Add in that she's one of the better controllers of her tailed beast and we have a recipe for her being, easily, a 5 in the areas I outlined.
Also, I am of the opinion that a person that is not capable of using any Genjutsu but has very high chakra control, they are at least a 3 in Genjutsu.
