Dude, Fu is a monster of a fighter in Taijutsu because she was able to keep up with B.
Fu never engaged him in taijutsu, though, she just flew at a distance and dodged some attacks (partially due to sharingan/rinnegan). It was really Nii who did more melee.
Fu only did taijutsu once she transformed, doing a hit-and-run on Naruto. I figure she's probably the most speed based jinchuuriki.
And the blinding scales ninjutsu was a pretty good one, so I assume she has more. I've been writing her as having air release.
Hm, maybe I should bump her to 5...
Hand Seals- 2 (nothing says Fu has any handseal ability).
I figure a ninjutsu user would have some... I'll note Gaara has 4 as a Kage, 3.5 as a Genin ^^

She had a Sharingan and a Rinnegan when fighting with Bee. It's no wonder she'd be able to keep up with Bee when she had predictive capabilities, no blind-spots, and Tobi in control of her movements.

Total: 31Ninjutsu and Stamina high because... well, she's a jinchuuriki. Speed and taijutsu because one of the things we saw her do was a high-speed taijutsu attack.
No 5s except for stamina due to her being the third youngest jinchuuriki (though older and more experienced than Gaara than a few years- I pegged her as about 3~ years older), and probably not a deep thinker. Currently able to control 3 tails to an extent, starting to learn to handle the four.
Yeah, seems reasonable, though I would lower hand-seals. Even if you were going for the middle, all her demonstrated attacks required no seals.
Also, I don't remember her high-speed attack, but if there was one, she had tails out at that point. So maybe I'd lower her speed to 3.5 or 4.

She dodged Killerbee's attacks with 2 out (flying around), and then did a 'bug bite attack' on Naruto in full transformed mode.
Fu just seems to have a pretty agile and quick fighting style, I think.

I've always wondered what kind of stupid category is hand signs anyway. I mean, there are twelve basic ones that near as I can tell you learn in the academy. Is it speed with them or something? Seems like that would just be another factor for speed, excluding people like Rock Lee who will have forgotten since he never has to use hand signs.

While partially transformed and with a set of Sharingans and Rinnegans to aid her. 3 of the V2 Bijuu went in close and landed attacks on Naruto. Fu could have been the first simply because she was the fastest as her Bijuu had the most chakra out of the lot.
She's certainly agile with her wings out. I don't think she's definitely 4.5 level fast when there were doujutsu aiding her movements, and Tobi controlling her.

Yea, fingermovements and precision are a lot different than body movement.
And I figure the other types of seals are lumped in there.

I figure for speed, 4.0 minimum, but considering it was Killerbee attacking when she dodged while others blocked instead, and her speed-based attack when in 4-tails mode (they mostly had the same number out at that point, so her having Chōmei shouldn't make a speed difference compared to most), 4.5 seemed reasonable.

There's no evidence that the sharingan provided any help for Fu. Fu is just that awesome, as is any jinchuriki with partial control over their beast.

That automatically gives Fu a high level 5. 😐 By default, any decent taijutsu user becomes a 5 if they get and can use biju chakra.

Most ninja's have one main ninjutsu/mainstay. We really can't say if Fu has anything else. Since that was all Fu used, we can be more correct in assuming that that is all Fu has than to assume Fu has high level and can use more types of high level ninjutsu.

Gaara is special, actually. He's an awesome ninja without his biju and biju chakra. He's also very intelligent. He also is a Kage which means he has to know high level hand seals to be able to seal a tailed beast. Base, his hand seals should be a 4. That's just my guess on Kishi's logic.

Compare that to B getting a speed blitz off against Nagato and Nagato was even looking right at B. That's the different. 😄

Again, that was while she was partially transformed, with a Sharingan increasing her reaction rate, a Rinnegan in her head providing 5 more fields of view, and Tobi controlling her movements. I don't know how this would be indicative of the level of her speed when she isn't considerably amped/on her own.
I don't recall the others blocking Bee's strikes when they were partially transformed.
4.0 is the maximum I'd give to her in the speed department. She'd be faster if she transformed, but I don't think transformations are taken into account in the stats.
4 Tails mode/V2 is the compression of the Bijuu's chakra into a human form, so her having Chōmei would make a difference in that mode. They all had their maximum number of tails out, so yeah.

Nagato lacks a Sharingan, and Bee was V2 cloaked. You're right, they are completely different.
I don't even have to bring up the second time Bee tried to blitz Nagato, the one where Bee got all kinds of pwned thanks to the Rinnegan's field of vision, forcing the King to get rid of the extra fields of vision in order to save him & Naruto.excellent
