On Full-Partnership Naruto being SS+, I don't think he's there when he first gains the mode. Sure, he has a lot of raw power, but the other SS plain characters have a lot more versatility in addition to high power.
However, once he learns power sharing, that lets him effectively grant other ninja power a class or two above their own at will. I could see that technique bumping him up to SS+.

Naruto should be SS+. He is a guy who is SS solo, and has the capability to make 2 or more of himself and multiple S class sage mode clones. Before we say those clones could be poofed instantly, the case can be made that he had 5 clones fighting on the battlefield simultaneously with only a few setbacks against legendary opponents. The fact that he can enhance anyone else just further pushes him too SS+ status. My opinion is that current Madara (no. 1 currently), naruto and current Obito should be top tier.
Of course Juubi is The highest second only to RS. He has punked both the 8 and 9 tails so far as well as the ninja alliance.

Using his max mode drains his chakra pretty fast, though, whether one or a few of him. Which normally doesn't matter, but it would if he fought Hashirama or EMS Madara. And Hashirama seems like he has more output with the thousand handed thingy. Pre-lending chakra, I can't see him on a higher level than those two.
Also, what's Obito done to put him above Hashirama or Madara, or even at? He doesn't have his Paths any more, just phasing and some fire jutsu (and the rinnegan, if he ever thinks to use it).
