Madara outright states that Tobi was the same as the Sage of the Six Paths. Obito also told the Ten Tails to STFU and bend over. Granted, the Ten-Tails was incomplete, and it's highly unlikely that Tobi was as powerful as Hagoromo, both in raw power and versatility.
But really, the true next Sage of the Six Paths is Naruto.
Well the Biju lost their chance of blowing Madara up once he got the Rinnegan. Also what the **** are Tobirama and Hiruzen doing? Are they at least trying to get the rods out of Hashirama's back? Also we're once again reminded of the sheer devastation Naruto's talk-no-justu leaves by Obito not letting Madara get his other eye.

Madara was wrong. A massive amount, dare I say half, of chakra was missing from the sage. Kurama was clearly more powerful than several biju at once. That was only half of Kurama's power.
Almost none of that power was in the 10-tails. Then there's the Hachibi: almost none of that power was in the 10-tails.

Tobi made the Ten-Tails his b*tch as well. The fact that he struggled at first doesn't change that. It's not as impressive as what Hagoromo did, obviously.
I agree. Tobi wasn't Hagoromo's equal, and he was far from it in fact, but in-universe, he still counts, given that he's by far the closest anyone's ever gotten to being the Sage of the Six Paths, and he's still the only other person who has sealed and controlled the Ten-Tails.
The only other authority on the Sage apart from Madara, are the Bijuu, who think the next one's going to be Naruto, based on his personality.
