That can't be it. The villain was a threat to Kaguya before she was originally sealed by her two sons.
Implanting eyes into himself cannot make him magically a threat to Kaguya when she was amassing an army to fight him to begin with (a fight that would have occurred long before Tobi was a thought).
But who is this guy? He has Sharingan...which means he has to come after Kaguya.
But before Kaguya originally started her moon's eye plan to fight him.
