Raikage, Tsuchikage, and Mizukage are all leaders first. They can't follow somebody. It should be more of a joint effort thing. It'll solve more than Kakashi saying something they don't like and somebody like Raikage throwing a fit over it because he doesn't like it. They may not all agree on everthing but still it be better for either them all to do it or Mifune to lead. Or maybe somebody from the Iron Country. A top samurai, somebody to make the samurai look good.
Tsuchikage agreed to the choice. Ergo, it seems like he won't have much trouble following Kakashi, not unless Kakashi tries to do something that goes against Tsuchi's ideals.
If it were a joint effort, they'd all have an equal say in what happened; if one of them disagreed, they might have to take another course of action, even if the original plan was good.
Mizukage would have no problem following orders imo, not when their world is literally at stake. Besides, she'd probably think Kakashi was cute duroll
If Kakashi were made leader, Raikage would have no choice but to suck it down if he threw a hissy fit. The only thing he could do to retaliate would be to leave the alliance/not participate. He should at least be smart enough to realize that he needs the others and they need him.
Mifune is from the Iron Country 😛. Kakashi also knows the value of teamwork, would be willing to listen to suggestions, and is apparently as strategic/smart as Shikamaru is in Part 1.
I agree somewhat though; Kakashi leading all the major countries against Madara, it seems a little odd.
