Clone seems more likely than genjutsu. It seems improbable that Danzou would catch an experienced sharingan user in a genjutsu, even with those eyes on his arm...unless those eyes have some sort of special ability.
Madara's quite far away as well iirc. The only way he could be in that genjutsu is if Danzou trapped him earlier, which I also find improbable.
EDIT: Probably those eyes give him some sort of extra lives/body doubles or something.

Wow! This fight turned out to be not as boring as I thought. Still I'm just not pumped, anxious or overall enthusiastic about this fight at all. Nonetheless I'm curious and somewhat interested so I'll stay tuned.
What do those eyes of Danzo's do really? So far he's only been using high ranking but not over the top ninjutsu. Is he teasing Sasuke or just really stumped?
man, I don't like Danzo anymore than I like Sasuke, but I gotta say he impressed me. I'm looking forward to what else he can do.
he's probably got a couple more surprises up his sleeve before we actually find out whether or not he's just messing with Sasuke. I'm also curious to see what will happen now that Itachi has shown up as a genjutsu to him. most likely part of a trap that Sasuke made.

If that's the case, with the eyes each giving him an element to control (or special ability), it would mean that he's screwing around with Sasuke right now as he has around 2-3 eyes left excluding the one in his right socket.
Now, what we really need, is for Kishi to give us the specifics.

~ IMO it's probably Sasuke using Itachi's signature genjutsu/clone technique. One of Sasuke's traits is to learn a jutsu or copy it, and then use it in his own way.
