We don't know if the Raiton jutsu would electrify the user as well. For all we know, it could travel towards the opponent if used in water.
Raiton users have been shown to have some form of 'resistance'. They can cancel it out, Sasuke was shown to do that against Darui's first attack.

Raikage's on a completely different level to be honest. Not just Prime Kage level, but way above that.
Gaara is nowhere near his level (even if his sand can stop one of Raikage's strikes, speed is one of Gaara's major weakness, and Raikage's one of the fastest characters). We don't see much of Oniki in action, and Mizukage was IMO, the weakest one at the summit. Oniki is the only current Kage who is capable of matching the Raikage, and that would most likely only happen if Oniki was in his prime. Even then he would have a disadvantage as he specializes in Earth jutsu.
~ You know, I wish there had been a fight where the other members of Taka would have fought, instead of Sasuke. They should have had a fight just after the Kirabi fight, and before the Kage Summit fight.
