They were kinda off-guard to a very unusual attack method. Pain attacked the center of the villains, and there's a team for that, but they wouldn't be enough.
Also, this is our first glance of Preta path in the attack- fighting half a dozen unknowns. Konan had encountered and disabled a similar size group shortly after the attack started too.
Choza brough a whole team (I'm guessing he was in charge of one of the response units), they just got blasted away by Deva.
Plus whoever was fighting all the monsters Animal Path summoned. So that's about a dozen and a half deployed within a minute or two of arrival, minimum, possibly a fair bit more since we didn't see how many summons were made or who fought them except for the Centepede. Not all that bad, they were just in trouble because, y'know, uber S-class in 6 bodies and all.

im just saying once you see three giant centipedes destroying a city you usually know something is wrong....and im also saying had everyone been there things would have been way dif....... cough Gai cough Hiashi.

But they did know something was wrong, we had lots of first responders show up almost immediately, and possibly a lot we didn't see fighting summons.
I really do think everything from start to city-boom was under 15-20 minutes too.

well when they were in a wider enviroment gamaken did kill that one summon quite easily

lol I can't really remember seeing Kakashi's dogs after he used them on Zabuza. Except Pakkun.

Kakashi was five seconds from becoming Hokage when Tsunade woke up. The alliance was formalized, and Tsunade sent Naruto off to train with Killerbee (Heck yea!).
Also, Kabuto's totally a snake guy, figured out that raise the dead technique, and has zombies of pretty much the *entire Akatsuki team* (sans Hidan, because he's merely slowly dying at the bottom of a pit in Nara territory) which he's presented to Madara, plus he has some other zombie he's blackmailing Madara with somehow.
