They responded pretty fast- we saw groups of no-name special jonin attacking the jutsu-absorber very soon, and ninja were also scrambling to attack the summons. The whole thing couldn't have taken all that long from arrival to city bust to Naruto's arrival.
The flashcuts to Naruto's training almost certainly took part quite a bit before the invasion, only matching up in the end. They were interspaced for dramatic effect but the time rates of the two were quite a bit different.
With Orochimaru they had security already in place due to the event, and I think they probably responded a bit slower. Though in a more coordinated fashion, the manner of Pain's attack was unusual.
