Assuming Kisame was even being serious, which to date, has likely only been against Gai. Even against Kirabi he seemed to be playing around.
While he may lack finesse, Kisame still maintains good control over his power.
The real deal is his fusion form with Samehada. He can absorb someone's chakra just by touching them & he becomes a sensor as well. Presumably, he might be restricted to Water, but since he has legs and was referenced as a half-man half fish, I don't think he is restricted to Water.
Even if he is, it wouldn't matter in most cases, since he has a Water Jutsu to go with it, and he'd be faster in it too. Only stuff like Gravity manipulation, or a HUGE Earth jutsu, or teleportation could help.

Agreed. Orochimaru could reattach himself, and those small snakes secreted poisonous fumes as well.
