Neither are tools, knives, clothes or armor. Yet the person is brought back in the same set of clothes that he/she wore when they died. Presumably, they'd be revived with the same tools as well.
Personally, I don't think that those extra hearts, or the transplanted doujutsu would be revived along with the person, since they have a different set of DNA.
Then again, if Nagato really did receive the Rinn'egan from Madara via some form of transplant, then him being revived with the Rinn'egan should be a clear indicator that all abilities would be brought back.
Still doesn't make sense though, since those kekkai genkais are not theirs originally. Maybe the person really is brought back and they have the same abilities and tools just before they died.

Because one is a kekkei genkai and the others are not. Ninjas can summon or create elements with chakra: clothes and tools should not be a problem.
Remember, Kekai genkkei are impossible to replicate outside of Orochimaru and Kabuto, and even Oro had problems with it.

Removing the "will" talisman would work, as well.
That talisman is used to control them.
So, what I said about vaporizing them completely would partially work: it would vap the talisman as well.

Naruto's bijuu ball will come into play, here, no doubt. Kabuto's "minions" might back fire and all of them could fight on the good side...or at least the good ones and the prideful ones that don't like to be controlled (hanzo should fit the latter...so should zabuza).
Also, they should run out of chakra...and their chakra should be half, right? They only would have spiritual chakra...no physical...well, they would have physical until the body was drained.
So they'd run out of chakra, eventually, and get tired and have to recover.
Also, do they have to eat n'stuff?

Maybe he missed his brother.
Perhaps he mistakenly created the jutsu, but couldn't iron out the kinks, hence he couldn't actually use it. He doesn't seem like the kind of person who would summon back dead people.
