He was a Kage..but he was easily killed by Oro.
Granted, Oro is one of the strongest, most intelligent, most versitle, most well rounded characters in the series.
Some Kages are just not S class.

And there can be a difference between people in the same rank; Oro's pretty high up in S.
Looking at the S- ranks, I think he'd be able to crush most of them with a gold wave. If he's there at all, he's probably the very strongest S-. He's low in the S, but I think he still fits there.

Why?
Some people from the A+ could kill some from the S- due to the techs.
Yamato is an example.
Yamato could kill the 4th due to his ability to protect himself and sneak up on him with some underground wood (yes, homo).
In fact...I may amend my guess and say the 4th is A.
Ok, I'm not seeing how most of those would get past a big wall of gold 'easily'.
Danzo's vacuum techniques don't seem near strong enough. Chiyo seems like she'd have trouble against that much power too (I mean, maybe she has a chance with the White 10, attacks from various directions, but he strikes me as having the edge).
Kisame w/o Samehada, gold vs water would be interesting, but 4th could kill shark swarms with his gold, he can use the gold defensively against Kisame pretty well, and crushing kills faster than drowning.
Mifune, if he got close enough to use sword-play he's super-awesome (which is how he's a threat to middle Ss, like you say), but conversely at a distance, what's preventing a wave from wiping him out?
I don't think Sasuke's lightning techniques would be of much use either, gold conducts electricity away. I could see Sas winning, he does have illusions and melee, but in a pretty serious fight and also with a good chance of losing. Even when he gains snake powers, I think it'd still be a battle that'd involve major work on both sides that he could lose.
Kakashi... well, he's always got something up his sleeve so he can probably manage *something*, but pre-master Kamui I'm hard pressed to say what. An assassination would be his best bet.

Let's also not forget, aside from just duels, but utility in a larger fight. Gold Sand is an army killer, just as much as Gaara's sand is. He could inflict mass casualties easier than any of the above.

Raw power is one thing he has shown in good amounts, matching and trapping Gaara's sand title wave, making another large barrier against the sand hail, etc..
He's sort of not great as an S-blank, but I think he still probably fits more with them than the S-. He has the same type and scale of power that Gaara does after all.
I don't think the differences between the two would be apparent to most foes- i.e. most people, even high-level foes, would simply find their attacks blocked by gold/sand, then themselves engulfed by a wide area attack.

I have a speed feat for Might Guy that I calculated from the manga that has him at a bear minimum "really fast." (I don't remember if it was mach+ or if it was 200 mph...still, regardless, it's more than fast enough.)
This is before gates.
Granted, Guy is really fast.
Anyone with speed coming even a tenth as fasts as Guy's would easily be able to avoid the slow moving wall.

I see Kisame as being so fast that he could end the fight before Yondaime Kazekage can do much.

I see Mifune as being among the fastest, here. He could easily dodge, not problem.
Also the fact that he has that uber fast sword slash technique makes him one of the easier choices in a victory.

Sasuke doesn't have to do much because gold is among the very best conductors of electricity.
Couple that with the fact that the gold technique is some sort of earth kekkei genkai.

Sure, to a slow moving, stationary army, it's effective.
Against the shinobi forces? Naaah. Not really.
A strong earth user would have better success.
