The lvl 2 Susanoo all have long-range weapons; Sasuke's had arrows, Itachi and Madara's threw magatama.
The full version Susanoo all are close range fighters; Itachi's has the Totsuka blade, Sasuke's has an amaterasu blade. We haven't seen Madara's, how his turns out will confirm or deny this classification system.

There are actually 4 levels IMO, if you take into account the rib-cage version that Sasuke displayed.
Basically:
lvl1 (Ribcage only)
lvl2 (Incomplete - Skeleton)
lvl3 (Complete - Musculature & Skin present)
lvl4 (Perfect - Final layer of Armor present)
I agree that lvl1 & lvl2 don't have any weapons.
In the lvl 2 version, there don't seem to be any weapons. Madara has used those two swords of his, though his Susano'o was a mix of the incomplete (rib-cage) and complete (face & arms) forms. Since the arms are 'complete', there are no weapons in the incomplete version. Same thing happened when Sasuke used a sword at the Kage summit. Susano'o's arms were 'complete'.
As for the rest, I don't see any sort of trend.
The lvl3 & lvl4 versions can use any of their displayed weapons. Itachi has used the Yata Shield in both forms. Though he doesn't seem to be able to use the Totsuka Blade in lvl3. Maybe he can use the Matagama in lv3, and it somehow becomes the Totsuka Blade in lvl4.
Both versions for Sasuke are long-range specialized. His perfect version has a bow (you can just see the 'string'😉, and that Amaterasu Blade is really an Amaterasu Arrow, since both were produced by that orb in the secondary right arm.
So....
Tsuchikage plans to keep the Alliance after the war by uniting all the villages and blah blah blah. And it was Mifune's idea to have them form an Alliance to begin with. Hanzo was the person who let Mifune live and stressed the importance of faith, which is what led to Mifune being the good leader he is and the type of man who would put trust in others and ask they do the same.
So Hanzo did unite the world! Yay for Hanzo! ^^

Itachi is going after Kabuto, the Kage are fighting the real Madara, Black Zetsu has been put down, and Naruto/Bee are about to fight Tobi. All bases covered, if the good guys win, the war should be over.
However, since Sasuke is now walking free, he is free to **** up the chances the good guys have. So personally, I think Naruto will fail to beat Tobi, who will capture Bee. I want to see interactions between Madara and Tobi anyway.
Shouldn't Sasuke be heading for the Konoha crater? Though running into people along the way is always fun.
I personally want to see Madara beat the crap out of the Kages while Itachi catches Kabuto off guard due to his recent orgasim over the Uchiha's powers.
Have no idea how Tobi vs Naruto is going to go...though I do wonder how in the hell did Tobi not phase through Nartuo cause he wasn't even using super speed IIRC?
Well Itachi still has to choose between killing Kabuto and being stuck as an immortal slave to Konoha or making Kabuto undo the seal to Edo Tensei, returning him to the grave in the process.
Though at this point shouldn't Kabuto just undo the Edo Tensei he has for the remaining zombies and restart from somewhere?

Kabuto probably has nothing to deal with Itachi (outside of maybe that 'other tech' he mentioned). Real Madara should realistically beat the Kage, but will likely fail due to PIS or Itachi's interference.
I too think Bee will be captured and that Naruto will lose. As for Sasuke, he still has to get the Rinnegan, so yeah.

His mask is obviously made of adamantium. However, he did not take into account Naruto's thick-headedness.
