Madara's looks the most different and his has the 4 arms. Are Sasuke and Itachi better than Madara as far as mastering the Uchiha eye techniques (short of rinnigan, obviously)? I think so. That probably speaks to the concept of "surpassing the previous generation" that Kishi likes to inject in his stories.
Could simply be because he doesn't need or want to complete his Susano'o and add on the extra armor. Itachi didn't do so until he needed the Yasaka & the Totsuka.
An idea for my Naruto RP that I thought I'd run by you lot-
For a villain, a new Akatsuki, Mitsuhide. A rogue from the Land of Iron, who valued strength over honor, earning the title Shame of the Samurai and challenged Mifune, lost an arm but lived and escaped, and started working as a powerful mercenary to try and gain strength. Wields massive chakra which he channels through his one blade, akin to what we saw the mook samurai doing but far stronger (can cleave hills and buildings in half with a single swipe). Joined the Akatsuki in search of power and perhaps a new arm worthy of his lost one.
And his partner? Kakuzu. I.e. if the players don't kill him, he'll be eventually one of those partners killed off by accident pre-Hidan ^^ (since this is pre-timeskip)

Hm, one more thought- should I give Sage Naruto a *? With prep, he can have several more sage charges and go from a few minutes in sage mode with only one or two rasenshuriken, to like a half hour and a half dozen of 'em.
Give him Orochimaru's left arm and jutsu, and you're golden.
He's going to be somewhat disappointed that Oro left 🙂 If he reappears a few times, I'd think of giving him a couple arms. I.e. try a Zetsu arm but find it too weak. Then a Sasori-made puppet arm and find it too finicky. Etc..
Also, while he's dishonorable, he's not too interested in learning ninja jutsu. He views raw strength and cutting down anything in his path as all he needs. So stuff like body-strengthening drugs, stronger arms, etc. are down his path, but he doesn't care too much about unusual abilities.

Nice to see Bee pulling off more of his slick diversion attacks.Must admit, as cliche as it was, the scene between Killer Bee rapping about bewbs, & Hachibi stating how the world was in danger while Bee was rapping, was funny.
Props to the Nanabi for being the only Bijuu that can actually fly. (I doubt Shukaku would use Sand clouds to suspend itself in the air)
Roshi using the lava the way he did was pretty awesome.
That hair ball attack from Yugito was a nice 'catty' touch as well.
