She is what the shinobi world is but not what it wanted to actually be. What the shinobi world wanted to be was a world where warriors showed no emotion, could truly be ninja dedicated to duty, rather than their feelings. Now if you think of it this way, Sakura isn't a ninja. She has emotions. Not as much as Naruto, who represents everything the shinobi world used to hate. The ideal ninja that the shinobi world used to want was Sasuke. A calm, calculating, and very skilled ninja who kept his emotions bottled up.
Now compare how the shinobi world has acted. Zabuza, Gaara, Neji, Kakashi, Chiyo, Pain, hell, even Danzo. All of them have showed emotion within the line of duty(Danzo is more of an arguable case but based on the Karin action, he certainly seemed afraid. Among other emotions.) Regardless of the rules before them, they all allow their emotions to outrank their duty. Similar to Sakura.
Now look at Sasuke and Naruto. Naruto, especially in the beginning, was so much the anti shinobi it was sort of painful. Compare that to Sasuke(who both the world and Sakura find to be a perfect shinobi) and it is clear which path the shinobi would like to follow. However, as the series progressed, what happened to the shinobi ideal? It turned into a monster that will kill anything that opposes it. And the emotions it rejected are really the only thing that can stand up to the former shinobi ideal.
Granted, it is easier to look at this and parrelel it with shipping. ^^

Lesse, Yugito and Fu both have high-speed physical attacks there, and Yagura has that nice Coral Fist thing.
I'm going to just put every one of them at S for now, unless there's consensus on any of them (Yagura?) being S+.
Tobi- SS, though I could see him being at SS+ as well. Activating all-tails of 6 hosts is rather impressive after all.
He strikes me as stronger than Madara now.

Interesting to see their chakra cloaks- They're all fully tailed, but only 6-tails has gone full size. They're also the type of cloak Naruto has when he loses control, not the type Naruto and KB usually use where it's around them but you can still see them.

IMO, Utakata and Yagura for S+. A single bubble from Utakata is pretty powerful if it can hurt KCM Naruto like that.
I could see Fu being S+ as well as she has her camouflage tech, flight, and contains the 7-Tails. Roshi is also either a very high end S, or a low end S+.
Yeah, he is probably stronger than Madara if you factor in all 6 of the Jinchuurikii, but Madara has the benefit of being able to use MS techs, and can bust a country.
That said, I cannot tell you how much I want to see a battle between two or more fully transformed Jinchuurikii/Bijuu. Would be all kinds of epic.

Han, the 5-Tails host. As for the first problem...yeah, they pretty much all look like 4-tails Naruto. Some are obvious, like Fu and her wings. Han also has funny little horns to go with his. And Yagura's looks derpy to me anyway so I could tell it.

The three on the right side were the ones not immediately definable. Roshi looks like 4-tails Naruto+Jiraiya hair(?), Yugito looks rather bland though does have cat ears, and Utakata....well, his tails are shaped differently and he is more humanoid in shape. He is so far in the background though none of this really pops out to the reader.
Also, Gaara was a shitty host.
