as for some lengthy explanation for it:...errr, there was none for why most of the characters are where they are in the first place, so it's basically "understood" why they are there (kinda). the inverse is also understood so to speak.

Anko's a special jonin rather than a full one, though, while young Kakashi was. Her databook stats aren't super-high (Genma and Ibiki have higher in Special Jonin), and, importantly, she *never* uses her seal superpower, so she's rating pretty much without it.

If she did she could easily be higher.

Stuff like, "They have X-and-Y jutsu, which is pretty darn dangerous," or "they did well against/didn't do well against X" and so on are all good explanations to use.

I can't remember shit about Gaiden Kakashi, so I don't know what to say about this.
