Eh, when the game is likely going to be played simply because those characters are available, it doesn't matter. And I quite liked Ultimate Ninja Storm 2. Haven't played any of the others though.

Personally, I love having tons of characters. I have never bought a Naruto game, but, I would consider getting one that has this set.
