I do not take it as a concession. Sasuke was running low on chakra based on the techs he used and his future chakra level showings. Unless you want to argue that his chakra stores got less since that fight, I think you're inclined to side with us.
If you want to say that Sasuke stored up some chakra a la Tsunade, I will buy that but only if you provide something very close to definitive proof. I can state that he hadn't completely recovered by the time he fought Itachi, and so his stamina at the start of the Itachi fight was =/= stamina at the start of the Deidara fight. Or I can state that since Sasuke has great chakra control (not Tsunade/Sakura-level obviously), he doesn't have to waste as much chakra on jutsus/summons as most other people.
Not that I want to go with the CS route, but it doesn't matter if we did not see him using it before and after. There was no time to see him using it before, and we don't know how much time had passed after the blast.
That's really all I'm going to discuss on the topic. It's gotten pointless. I haven't really seen anything to solidly prove that he was completely out of chakra.

It does not matter how much time passed after the blast. Only matters about how much time he had before summoning Manda, casting his genjutsu, jumping inside the mouth, and closing the "lid". All of that speaks to PIS, already, without needing to bring up the chakra argument.

We cannot look at his fight against B as he hadn't recovered completely. In his fight against the Kages & Danzou, he spammed the heck out of MS jutsus, and they are chakra intensive.

I already said Sasuke's escape was PIS in my opinion; not due to a lack of chakra, but due to the time-frame in which he accomplished his escape. As we didn't see what happened, it doesn't matter if we could not see the CS being used.

1) Minato isn't noted to be in the same league as A, Bee, Kisame, and Naruto in terms of chakra. Neither are Orochimaru and Kabuto, the latter of which has summoned both Manda & Manda V2. V2 is a summon that makes the giant-ass Bijuu look like children in comparison. So no, giant-ass summons aren't restricted to uber chakra power-houses.
2) Sasuke isn't Kakashi or Shikamaru. His chakra levels are fairly above theirs.
3) Chakra control, a facet Sasuke is great at.
