No. I disagree with Shino and Kiba being below Hinata, they're around Shikamaru level. Hinata is either below them or equal to them.

But I was just pointing that out. It's mostly because Hinata has never shown any kind of defense. The other Konoha kids likely have the speed or at least more offensive power to counter Tentens decent offensive power.
