Why shape manip? Cause he took Chidori to a new level with shape manip. Makes long cutty blade thingies...and does an all over cover thing. Basically, he goes apeshit with shape manip and chidori.
Keep in mind that Sasuke figured out that lightning disarms Deidara's bombs in the ground because of "nature" matches. That was brains. Sure, that's genin academy stuff...but it's still awesome how he figured it out. Go back and read that fight, peeps, to see that Sasuke is a fairly decent fighter in the brains department. Well, he was...until he started spamming high level MS techs.

If Sasuke would have come up with some great fire ball variants, I would have liked it. I'm tired of the MS spam. I liked the Sasuke vs. Bee fight because:
1. Bee was awesome.

Look at Chidori Nagashi, and A's Lightning Armor. They are similar in concept. Sasuke could easily use A's Lightning Armor now that he's seen it with his Sharingan, if he had the chakra levels, but he doesn't. So yeah.

All those jutsus he makes that are derived from Chidori? Yeah, it needs shape manipulation, which he mastered himself, as Orochimaru had never seen the Chidori Spear.
He's overall better than Naruto in the brains department. In that Deidara fight, he outsmarted Deidara, and Deidara's one of the more intelligent ninjas in the series.
Sasuke doesn't have Naruto's knack for deception, but in terms of figuring out an enemy's jutsu/style of attack, and then coming up with a suitable counter to beat them, he's better.

I think the thing that makes Tobi a threat is his intellect and the fact that no one really knows what he is planning. The only thing we know about him is that he needs Sasuke for something. Not knowing what a character is planning or what he looks like is pretty scary for me at least.
Though I suppose I can see the not imposing. His central technique is just avoiding techniques. And while this is perfect for a character like Tobi, it isn't very threatening. Now with his 6 Bijuu powered Paths though, I definitely think he is one of the biggest threats in Naruto. Among the top 3 strongest ninja at least.
