It's cause he clearly was. He took out a group that Shika commented would be above chunin level (Bs to low As, but not quite mid-A level). For someone like Asuma, they were nothing.
That's how mangaka make their characters look cool. The characters that break the environment never do it again afterward.

Here we see the first's wood element. I am going to disagree that the hokage battle was really far below other high level battles.
I would put Sarutobi's battle as being higher up in 'big and powerful' than Sasuke's and the Raikage's. There was no power creep until very recently when Madara pulled massive asteroids from space (it even sounds over the top).
Kakashi already knew thousands of jutsus, Guy was already moving at supersonic speeds and punching people through concrete walls, and we had people going "full tailed beast mode" and destroying massive amounts of forest with ease. There was no power creep.
I think the opposite case can be made: there was a power drop for a while there. Then it started to go back up.

I know right? This was the guy that was supposed to rival Kisame as far as water jutsu goes and his two attacks in the series can be used by some random mooks...and Darui but he's cool so I don't mention him.
Hashirama and Sarutobi *might* not be affected by power creep, because the jutsu they showed were generally impressive. Tobirama on the other hand was hit with it like a ****ing brick. He is the Kage known for doing cool shit and yet all the readers have ever seen him do was spit at Hiruzen. Big whoop.

Madara's Mokuton made Edo-Hashirama look impotent, and the forest Madara created is what Hashirama should have been capable of.
While the forest was fairly impressive, Edo-Hashirama using a hax Genjutsu was more impressive.

I saw the water jutsu thing and didn't get it, either.
The mud stuff Hiruzen creates a few panels later is far "bigger" than the water shield he made. It is possible that Tobirama was being complimented because of how "ultimate" the shield was. The onlooking anbu could tell it was a very high level shield. Maybe Hiruzen's fire jutsu thing was very powerful?
