Bullseye... probably not. Cyber... maybe.
For those who don't know, Bullyseye was the villain that stole the information regarding the top secret adamantium bone-fusing process, and the conflicts between Deathstrike and Wolverine occurred during Deathstrike's quest to re-obtain the information (the process was originally invented by her crime lord father).
That being said, I doubt they will introduce Bullseye into the franchise of the X-Men series. Given that Bullseye is already an established character in a separate Marvel movie, most casual moviegoers would be confused by the crossover, and they would probably see it as a senseless money-generating scheme (because they wouldn't be familiar with the actual storyline).
I think the makers of the upcoming X-Men movies will shy away from these aspects of the comic's story line (which may seem unfortunate to many fans of the comics), and they will probably deal with the emergence of Deathstrike in some other way. Maybe they will portray Stryker and Deathstrike's father as comrades in the early stages of the Weapon X program. Stryker, upon discovering that his partner's daughter is a mutant, will murder his partner and assume control of Deathstrike using the mind-control serum, and alter her body using the bone-fusing process Deathstrike's father helped to uncover. Deathstrike's character will probably reappear in flashbacks during this period, with no mention of the comic storyline that dealt with Bullyseye and Deathstrike's quest for revenge. Remember, in the movie it had nothing to do with her personal revenge, she was always under the control of Stryker as he exacted his own revenge. Although I admit, for fans of the comic a mention of Bullseye or perhaps a cameo would be much appreciated.
An appearance of Cyber could be incorporated pretty smoothly, I think, without confusing those who aren't familiar with the comic's characters. In the comics he was definitely a cool character, and seeing him and Wolverine battle it out on the big screen would be pretty kick-ass.
