It means, around the twenties or thirties, the mentality of people wouldn't let the thought of black equality enter their mind. Even though the arena they were speaking of had a black person dominating it.

And Darwin DID support it. This was the general stigma placed on Blacks during the mid 1800's to the late 20th century.
Darwin didnt support it, he made "The Origin of Species" which this dude Herbert Spencer popularized as "the survival of the fittest". This "survival " thingie of Spencer was used to make the quasi sociological view which they called Social Darwinism, all out of the mind of Spencer
