No, Kuylen is not an 18- if he was he would be unkillable.
Kuylen is 16 AND high stats- that is very rare. Remember it is the final totals that count for duelling- your skill plus Strength/Dexterity/Agility. Kuylen scores 23/24/23, which is lethal. Gundy, even though she has a 16 skill also, scores 21/23/22, which is damn dangerous but clearly inferior.
Kuylen is prodigiously talented for his age; most people with 16- heck, even 15- are getting on a bit. Galder, therefore, is also talented ahesd of his time. Maul would count like that as well. Your Dookus and your Yodas have 17s or 18s but their stats are a liability (though Yoda clearly has good agility and Dooku good Dexterity). Gundark, like most PC Masters, is actually rediscovering her lapsed skills rather than learning new ones.
So if Kuylen had an 18 he would actually be the most dangerous sabreist throughout the history of time and space. It's not quite THAT bad. You will never get an 18 twinned with high stats.
18, incidentally, is the limit for all your Jedi arts. Force attack maxes out at 18 as well, though Sidious and Dooku get the bonuses from Assail and Power of the Force also to give them an attack roll of 20 with Force attacks. Maybe you would want to make Dooku 17 and Sidious 18, depends how you feel.
