Okay first of all, no he wouldn't be able to dodge Cyclops' blast because:
1) The blasts are going at the speed of light.
2) All Cyclops has to do is LOOK at Wolverine and he's getting KO'd. It's not like a friggin' gun where you have to actually aim at something, Cyclops just has to look at Wolverine and he's dead. Besides, Wolverine has already been hit with Cyclops' blasts before.
Plus, if Cyclops does take off his visor, than Wolverine is DEFINITELY ko'd if not, then dead. Cyclops has leveled whole forests before. Cyclops' blasts would peel the flesh from Wolverine's bones and all that would be left is his shiny adamantium skeleton. Also, in AOA, Cyclops blew off Wolverine's hand and it didn't grow back. Besides, Cyclops' blasts have proven to be powerful enough to blast Sentinels back a quarter mile. Imagine how far Wolverine would go! 😱 And if by some magical reason (there really is no reason why) that Wolverine wouldn't get KO'd by Cyclops' blasts, then at least Cyclops could blast Wolverine far enough away to be considered BFR. 😆

While it is quite true that the beams do not contain any heat element to them, there is still the issue that its concussive force has been shown to be able, among other things, to rend armor plating. Just so I understand you, you are saying that the soft tissues of Wolverine's body would be able to withstand what the metal casing of the sentinel could not?

It has still yet to have been proven that Cyclops was actually trying to hit Wolverine with that blast. It was just a blast in general more to get Wolverine's attention than anything. Besides, that's not the only time that Wolverine has been hit by Cyclops' blast. He's been hit with Cyclops' blasts on many occasions.

This thread always leaves me with a chuckle. It has been shown time and time again Scott can hit Wolverine. Scotts concussive blasts are strong enough to rip flesh from bones (bombs are concussive have you ever seen what they do to people?)
Wolverine has a very narrow chance for victory so Cyclops 9/10
