Kellan resisted an impulse to laugh. A signed statement ? From the Viceroy ? By morning ? She bit her lip. "With all due respect sir, I find the likelihood of the Viceroy performing such a task, willingly or under duress, extremely low."

"As far as Nebb goes, I have nothing but contempt for him. The Lamellan government has been backing the Tartarus smuggling operation and Nebb deliberately blocked our investigations there. His actions directly enabled our enemies to slip away and thus made our mission that much more difficult."
