Can't use Elan to avoid being hit, I am afraid,. You use it to undo big mistakes YOU make- say if Jelena had botched that Jump roll and was at risk of falling to her death, Elan would mean she merely didn't make a clean landing.
Ok, so, you can either run inside the building and make your way up, Clarion, or try and Master Jump from here. What do you want it to be?

Evade is a power used AFTER you get hit to reduce damage,
its force cost is represented as x+1
x is the amout of damage you want to reduce,
So:
If you want reduce 6 points of damage, you end up paying 7 force points.
there is no set amount of damage you have to reduce.

Ok, Clarion, that mitigates your damage, making you less impaired- your force senses let you twist half out of the way just in time!
You didn't post a defence, Jelena, so the sniper will take the shot... he rolls +2 for a 15, a hit! That is nine damage to you.
Then you start to charge him down, which with the Push as well takes four frames. He actively dodges (in the form of holding on tightly)- your push rolls -6 anyway, so fails to have an effect.
An athletics roll from Clarion as she makes her Jump... +1 is good- she is up there!
Jeb cannot jump that high but he is going to climb the wall instead.
