It is. But I don't think that had anything to do with Lucas' selection of the name.

At the time of ANH, I doubt Lucas himself even knew he was going to make Vader Luke's father in ESB.

I'm pretty sure 'Darth' is just a millitant surname like 'Colonel Sanders' or 'Capitain Kirk', to show that he is a ranking sith.... 'Vader' coincidence or not the word might mean 'Father' in Dutch, but 'Darth Vader' doesn't seem very Dutch to me... Sounded more like an overweight american with a smoking problem....
