Cap wins. Here's why:
1) Cap is the absolute PEAK of human physical perfection: Strength, Speed, Agility, Endurance, Stamina; all at the TOP of the human genome. Bat Man is real good at what he does, but he is not the physical equal of Cap in any department.
2) Both men fight to win, no matter what. Given Cap's superior physical stats, the battle still goes to him.
3) Bat Man is a highly accomplished martial artist, but so is Cap. Cap trains all of the Avengers in hand-to-hand combat, and has been ackowledged to be one of the best there is by most of the Marvel Universe. To quote Black Panther, "The speed and reactions of the man are incredible. For every move, he has a counter. He adapts instinctively to every situation, every fighting style."
4) Captain America is THE best battlefield tactician there is. In the JLA/Avengers crossover, he is unanimously chosen by them all to lead the assault against Krona's fortress. And to quote Cap himself from "The New Deal" series, "Don't let the enemy choose the battlefield. Or the time of engagement. Don't let the enemy anticipate the strength or the direction of your attack. Strike without warning. Never allow the enemy to bait you into a trap." Sounds like he knows what he's doing to me.
5) Cap does not get tired. It has said this over and over again in his comics (of which I have almost ALL). The toxins that are produced in the body (mainly lactic acid) that cause you to tire from physical exertion are burned off as quickly as they are produced in Cap's body.
6) Bat Man said so himself in the crossover. Take it from the rodent's mouth.

you do no that dc earth is bigger then marvel earth so if they were to fight in marvel earth bats CAN win
Your "peak" arguement is not as strong as it sounds. Batman is "peak" human in DCU. Cap can bench 800 pounds, and Bat's can bench 725. Seems like a worthy difference right? But note, Batman is the superior acrobat. This would mean that he uses more of his body than Cap so it would make sense that his strength be better spread out. This is evident with Wayne's side kick as it makes Bruce Lee's look like a joke (I love Bruce but it's comics, no offense intended.) This also counters your second arguement.
Both men indeed are accomplished martial artist, but note that Batman has beat Lady Shiva, the top dog in the DCU.
Cap is indeed the better battlefield tactician, but this only lends to beleive that Batman is the better one on one tactician. All that you have quoted simply sounds like the Art of War, a great read but not a particularly good book for single combat!
Cap indeed has thae endurance factor, but note that this is minor detail. Batman is in great shape, and the battle is not likely to last that long.

bats has the superior agility, is not that far behind cap strength wise, but as mercilous said, bats side kick is one move that would really hurt. and i believe bats martial arts is slightly better than caps, he beat lady shiva ffs.
the only really big advantage cap has is the shield. it wont be the longest of fights so endurance wont count as much as it usually would n other battles.
i aint sayin it'll be easy, but i think bats'll beat cap.
whatt can batman possibly do to captain america in a one on one random battle that cap hasnt had done to him before?
batman punches cap..........okay, throws a "bat-arang"........okay, flips over cap with his much more impresive agility.....okay, kicks cap.....okay, theres nothing batman can do that no one else has done to cap in a much much much larger scope

merciless, where is it that you read this statistic of batman bench pressing 725 pounds? if you bench press that many pounds you could kiss your agility goodbye as it affects your maneuvarability
