I don't think anyone is born inherently evil, but there are traits that are passed on through generations that aide in the process of one becoming evil. That being said, I largely believe that it is the environment in which one is placed that determines who they become, and ultimately that leads one to either be evil or good.

HITLER WAS NOT EVIL!!! Has anyone read his book? He was a very intersting character. Maybe a little pyschotic but not evil. True evil is Laura and Geroge Bush,and the Clintons.
I don't think evil people are born evil, I think their morality is affected by the circumstances of the things that shape them as they grow up. To say that people are born inherently evil is to imply predestiny, which is an idiotic concept.
I guess it also depends on what values we're basing the term "evil" off of as well.

No. No person is born racist, rapist, etc. We are capable of these things but you not born with the desire to do such things. Just because we are all capable of "evil" (hate that word) doesn't mean you can prove anything.

I think to say that Eddie Gein was an evil man is widely accepted that since he was indeed a serial killer he would be evil in many eyes, but to truly say he was born evil is incredibly wrong, also one must look at who he was. He did not saw off limbs of people with a chainsaw, he was not horribly misfigured, and he did not even live in texas, The Texas Chainsaw Massacre is a totally fictionalized film, with bits and pieces of Eddie Gein in it, he did skin his victims, and he did wear the flesh of his victims, but not to hide some horrible ugly face, a closer film representation of him would be the man dubbed Buffalo Bill in Silence of the Lambs, he wore skins of women for the same reason. Eddie Gein had a life totally controlled by his mother, who he loved yet hated with all his might and eventually killed her, as well as a number of other people. He had a lamp made from human body parts and the shade was that of skin, but if he had grown up in a different environment with loveing parents rather than the oppressive mother who ruled over his life until the day he died, then he would have turned out just the same as anyone else, he would not have become a sociopath/psychopath he would just be a normal man, just another part of the majority.
Charles Manson was insane and manipulative, he had something against his victims and he NEVER actually killed anyone, he ordered people he had manipulated into killing people but he NEVER pulled the trigger, he was a druggy and a sex addict, he lived in a house for a good part of his life with about 15 women and about 1-3 men all of whom including himself did drugs in excessive ammounts so as to get an extreme buzz, and a song called Helter Skelter, by The Beatles, if he had never listened to the song he would never have gone with some people to bring about the death of his victims.
Adolf Hitler also was brought up around a time where he had gone through many difficulties, he had gone to jail and many things before then but he believed that the Aryans were the German race and that the jews had made them seem very bad, so he decided that jews and those who looked like jews (generally dark haired and brown eyed) were the downfall of his country and he wanted revenge.
This should show that it is not that they were born evil but that the events in their lives that decide what their views are in life, the things they do and the time they lived everything has a roll in what happens
People are born with different mindsets and persona's even before environment takes place.
To simplify it with an example: People are born with varying levels of chemicals that control behavior in them, and each is individual. I'm sure many people have used drugs (or alcohol) here (or can at least understand the difference in attitudes while intoxicated), and all those are are chemicals that alter behavior (and perception). For some people, those chemicals are born with them to be more aggressive, some more passive.
Aside from that, evil is a point of view.
