Do we really wanna see another Goblin? Well if we don't it wont be going along with the comics but then again I dunno if I'll be too mad at that unless they put a realistic villain aside Goblin.
The Lizard is likely coz they already introduced Connors.
The reasons I don't think Venom will work are:
How will Sam get out Eddie's introduction, motive for feuding with Parker AND Venom scenes in one movie? Not to mention the space scene where they bring the symbiote back. Unless when the movie starts, J.J Jr is already in space. Also, how would Venom lose? The only way he can is by sonics or fire. In which case he could go to the Bugle and reveal Parker's identity and seeing as Venom wails on Spider-Man everytime they fight, fans wont stand for Spider-Man killing Venom. It's a tricky one.
This is what Raimi could have done:
Introduce Brock in 1 as a mean, angry guy who is a hot prospect in the photography world and ends up competing with Parker and failing. In 2, stepping up that feud but this time getting Spider-Man involved with stopping Eddie's shady dealings causing him to hate both Spidey and Parker without knowing they are the same and at the end having him so pumped up that he and Parker get into a scuffle. In 3, Eddie finally loses his job as a result of committing a breaking and entering (or some other random crime) and Spider-Man capturing him. This would be the perfect catalyst for when the symbiote arrives and boom. You got a Venom. Then infuse that with Connors trying to work on neogenics to grow back his arm and ending up as The Lizard. So Spider-Man has to stop Venom while saving The Lizard and stopping him at the same time, without fighting him.
That would have been absolutely ideal.
BUT if anyone can do Venom in one movie I'd like to trust Raimi.

oh and alpha, that sounds decent... BUT eddie wasn't really a mean and hateful guy. He was made famous, and spider-man ruined it. He lost his job, his wife, and his father disowned him... thats enough to get pushed over the edge in my book. Then, he still wasn't going to do anything. He went to go pray in a church before commiting suicide, thats where the symbiote found him....

Eddie Brock was kinda like the anti-Parker. Eddie wasn't as clear cut as many think he is.
You know how Pete is a nice guy who can screw up and do some selfish things? Well Eddie like the opposite. He's a bit of an ass, but sometimes we get to see the noble and misunderstood side to him.
He's a brilliant character, with loads of layers and sides to his personality, and would be awesome in the hands of Sam Raimi. However, I think that the story that Sam is telling at the moment deserves more time, and that if Venom isn't gonna be done right, he shouldn't be done at all.
If Venom is to be done right, I doubt a single movie could do it the justice it deserves. The character is a slight enigma, because if you leave anything of the original chracter out, the character won't make sense. Venom is not an accident, or some form of insanity - he's calculated and hate-feulled, almost as if Venom was created from fate. That's very hard to pull off in a two hour movie convincingly.
And, it was pretty obvious that Goblin and Lizard would be in the third movie. Ever since Raimi picked up the reigns, there were always three villains you could picture around his movies based on what he said, and they were Goblin, Doc Ock and Lizard.

That's in the animated series. The symbiote doesn't come from the moon in the comics.

I saw that Sam Raimi bit on the UK show The Return of Spider-Man. In fact Raimi said yes - then very quickly no! He Joked it off by saying that yes, he COULDN'T confirm that there would be two villians in SpiderMan 3. As clear as mud then! But given that two potential villians were introduced in Spider-Man 2 - The Lizard and Harry as Green Goblin II - I reckon Raimi was telling the truth with his first answer!
