Look at the Conspiracy and History forums, they had enough people making the threads in the GDF that it side spawned those two. Go spam the scifi forum with Trek threads.....you'll either get a new forum, or get them deleted. srug But at the moment, what Ush is saying, is that no one is making Trek thread after Trek thread because the interest in it has died down, theres no new movies or series coming out, nothing to merit new discussion. But with Star Wars, its constantly growing, even though the movies have finished, the EU forum can continue growing. You could compact all the Trek related threads into one single thread, cant do that with something like Star Wars, so a new forum is created for it.

I think The Off Topic Forum should have a Noted thread made by Raz Called "The Social Thread" And Merge all the larger Social threads into it. Going onto the OTF to see a Social thread everyday, mmultiple ones by the same person is annoying as hell, Make a rule saying no more social threads, use that Noted one.
