Well the real question is...what qualifies one to make it into heaven? The simple answer is "God's Grace." According to the bible, none of us are worthy of going into heaven. We're all essentially stuck on the same sinking boat, and only the belief of Christ being our lord and savior can save us.
In my opinion, believing in Christ as or lord doesn't just have to do with what we do on the outside, but how we go about doing things on the inside as well. What were Ghandi's motivations, inside his heart...was he truly trying to help people? Or was he just doing things for selfish reasons to exalt himself?
So to answer your question..it's quite possible that Ghandi could have gone to hell, as it is quite possible for any regular "Christian" to go to hell, if they do not have the right "spirit" behind what they're doing.. Only God can determine the motivations of an individual's heart, so its impossible for any of us to say who will and won't go to heaven/hell based on the beliefs they've held during their lifetime. Whether we call ourselves Christians, Jews, Atheists, Muslims, etc etc...Ultimately all of our fates lie on the mercy and grace of God.
