Because he was so cocky from thinking he was so powerful.
They were all so sure of themselves winning they didn't think that maybe somebody may have more power than them because nobody had so far.

And there is still the fact that Vegeta decided to squish Gokou instead of repeating the Galic Gun to destroy everything while Giant Ape. And yes Vegeta knew somebody was stronger than him but he was so confident that nobody on Earth was, which technically without Kaioken Gokou wasn't but still.
And when he says that he's already been hit by the Spirit Bomb and fallen to Earth of course he'd be weaker after taking so much damage. Still doesn't take away the whole fact he could have just destroyed everything before Gokou got there but he didn't because he wanted to wait for Gokou to show. No matter the reason he let them live when Nappa had plenty of chances to kill them all which brought to his downfall.
Um Freeza was the strongest being in the universe at the point. When did he ever say anybody was stronger than him? And Freeza really showed he had no control over his power.
Sure Cell just wanted to fight but he also was so cocky he never thought anybody would be a challenge for him. And Gohan would have been able to fight him evenly if Gohan hadn't of been so intent on not fighting. SSJ2 just made Gohan that much stronger instead of them being equals.

It didn't help build Cell's power, and it was all about his pride and over-confidence in his perfect form. He wanted to prove he was the most powerful before destroying Earth. He could have easily just destroyed Earth but instead he lets them try to get strong enough to beat him. He let Trunks live and let the tournament be held because he saw how strong Trunks had gotten and he thought it would be fun to see if they could get stronger.

I told you I have I just never remember Kold being said to have a higher power. Freeza's arrogance was what got him killed. He thought no saiyan could beat him at all and what happened. He's dead now by a saiyan and defeated by another saiyan.
What does Cell regenerating after blowing up have to do with anything? When he fought USSJ2 Trunks he let him live after seeing how much powerful Trunks had become and so he decided to hold the tournament so the Z fighters could get strong. He was going to destroy Earth if they couldn't beat him, and he was so arrogant about his power he didn't believe anybody ever would. He was so arrogant he tried to get Gohan angry.
Jump Super Tour's Anime Lineup Announced in Japan
This year's 28th issue (released on June 9) of Shueisha's Weekly Shonen Jump magazine has announced the lineup of anime specials that will be screened in 10 Japanese cities during this fall's Jump Super Anime Tour. A new episode of the Dragon Ball fighting action story will screen with an original concept by manga creator Akira Toriyama.
A new Toriyama storyline? Awesome.
