Not really. It's more of an estimation then anything. In reality nothing can exceed the speed of light otherwise your outside time itself. In the Dragonball universe it's debatable.
I think it's wrong because just because your power level raises doesn't necesseraly mean your speed is boosted as well. It could be that as your power level raises, you have greater sense of awareness and sharper reflexes. However Super saiyan Gotenks flied round the world several times before Piccolo landed to Earth from the lookout so it's hard to say.

well I forgot who's who said it but we can't even reach light speed because the law of motion.

Not really,when you have more power you're faster,stronger and more durable,this is proved by Perfect Cell,Freeza,kaio-ken Goku etc and please that's reality,this is fiction,in fiction a charecter can fly with limitless speed if the creator want's him to fly that fast.

ya that s where i got newtons second law of motion and more einsteins had the universal laws
