Wolverine's withstood attacks to the throat about 20 times in his career without slowing down or being hampered in anyway.
And a number of those examples come from pre-fatal attractions.
Sorry but Captain America would need a HUGE gap in martial skill to be able to take wins from Logan and he just doesn't have it, on top of that, it's more than arguable that Wolverine's more skilled than Cap to begin with.
Even if you stripped Logan down to an adamantiumless, hf-less, clawless human being he would still make Cap work for a win and probably take a number of them himself.
Cap's basically facing a more superhuman version of himself, just better.
I am pretty sure Mr. X slashed Wolverine's throat after X trained to counter the Berserker Rage. Wolverine, who didn't seem too bothered by it, pointed out it would heal just fine.
Slashing Wolverine's throat once is not going to take him out of the fight unless we are playing Super Lowball Fighter 4.

Yea Wolverine fights like a skilled brawler most of the time and I have to prove stuff. Hell why do you think Punisher has an easier time with Wolverine(ie hitting him) ?

Yea it would be a tough fight, but what feats does he have that puts him above other top tiers when for the most part he fights like a brawler with skill?
Yea hes top tier but wouldn't put him above people who have to use skill 100% of the time and don't have a HF and super sharp claws.

punisher is a very skilled h2h combatant, able to hold his own with some of marvel's top tier
