Ivankov is a character who becomes a problem once you question him. He is a man who dresses, acts, and talks like a woman. He is a woman trapped in a male body. But he can be a female pretty much whenever he wants. He has nothing stopping him. But he doesn't. Why? Because then he'd be more of a strong woman character instead of a transgender and that would cause the joke to disappear.
And Ivankov is a joke. His enlarged head, his ridiculous outfit, and so on are drawn and framed to be funny. Whether he is technically speaking a strong fighter is irrelevant to that.
And no, I do not believe Ivankov is the kind of transgender that identifies with both sexes, making his gender swapping understandable, because he is virtually a female character in every regard. Now Inazuma is at least forgivable since she does in some way suggest that she is unable to be pinned down by a single label but everything about Ivankov screams female so loudly that the question of "why don't you just stay female" can't help but be stuck on the surface of my thoughts every time I see him.
