The Celestials and Elders, I doubt they're fighters at all, and at the least not top-end ones. Rulers aren't necessarily strong, look at Vivi's dad or Iceberg or the Celestials we've seen. Most likely they wield power through influence and money.
I could maybe see one or two of the Elders being strong, but the Celestials'd have no way to gain experience really, every time someone attacks them an Admiral shows up.
Getting a Logia seems to be a sure way to get the higher ranks in the world, the two weakest canon Logia we've seen so far are Smoker and Croc.
I wonder if the Navy has some procedure on who gets devil fruit. Did Smoker get his because he was a skilled up-and-comer and earned the fruit (perhaps an unnamed one that happened to be Logia) to better do the job of locking down the East Blue? Or did he get it while being on a voyage in the Grand Line with a navy ship that found it...
Come to think of it, the only Vice Admirals definitely without devil fruit powers we've seen are Giants and Garp.
By the end of the timeskip, I'm betting Smoker'll be at least Rear, maybe Vice Admiral.

And you're wrong, the weakest logia we've met is clearly Ace.
I'd say Ace is a fair bit stronger than Smoker. The only reason Ace lost to Blackbeard is because of power nullification, and he's shown tremendous destructive power with his logia, as well as more physical might.

Logia vs logia seems to depend a lot on how the elements interact*. Smoke and fire have no advantage over each other, so they cancelled out.
It was a fairly brief clash and I'd bet on Ace if it went on longer. At the least, I'd think Ace'd be overall stronger against a wider variety of foes.
*Akainu's lava seems like it gets the best results in that area, vs fire it was 'haha I win.' Though it also seems the less flexible for matters other than melting your enemy to death.

My mistake, I meant a Zoan rokushiki.
Ace was getting his *ss kicked by a weaker Smoker, then Smoker has problems against Boa. If you ask me, Croc did things much more impressive in the war arc.
