Doflamingo seems like he's the strongest.
There's also some rock-paper-scissors factor going on too. If Mihawk doesn't have Haki, Crocodile would be a huge challenge. Moria's overall the weakest but with enough shadows he could potentially be the strongest. Jinbei is both pretty awesome in himself and great against any devil fruit user. And Boa's performance against the Pacifista and with her haki puts her in a pretty high league too.
The Shichibukai are weaker than the yonkou or admirals, but still pretty darn impressive. Even the weakest took the entire Strawhat crew to deal with.

i don't know how one becomes yonkou but Blackbeard should proclaim himself as one, and yeah, he should get a ship first though...
Also, Kuma or Mihawk seem to be the strongest Shichibukai, if Mihawk doesn't have Haki though, not sure how he could really fight a Logia...

I'd doubt the supernova unless their full crews are included (and even then it depends on what their crews have going for them).
Every time a Shichibukai's been defeated it's been with some outside edge with the Strawhats (water, or shadow-boost to make Nightmare Luffy), and there's quite a gap between Luffy/Kid and the lesser Supernovas too. Bege, Urouge, Bonney, it seems to me like one Shichibukai could take on multiple of them and come out fine, and not even Kid or Luffy is quite as powerful as a shichibukai.
The commanders, the top few are on Shichibukai level on their own, the lower numbers less-so, though as there's 12 of them that does seem like a good matchup.

Pretty much. He and Law did escape from the Pacifista intact, but they were intimidated as heck by the prospect.
The Supernovas are basically the group who have the potential to become Shichibukai level but aren't there yet.

Yea, that's in the manga. Atmos, the 13th commander*. They seem to be rated in strength from 1st on down.
*Which made me remember I got their number wrong- 16 divisions! So yea, the commanders can likely collectively beat the Shichibukai, though I doubt if anyone below 5 (Vista) could stand up very long one-on-one. Still, two-to-one in total is pretty good, even if several shichibukai have great anti-group abilities.

Right now, I think the strongest Pirates are/were Gol D. Roger, Silvers Rayleigh, and Whitebeard respectively.
The strongest amongst the Marines is probably Kong, since it's usually the guy with a higher rank that is stronger than the lower ranks.
Dragon is obviously the strongest amongst the Revolutionaries.
Amongst the Nobles, it's probably the leader of the Celestials, or the 5 elders behind the World Government.
