So I decided to catch up on the anime, and I saw some stuff i don't remember from the manga. Like how luffy's old friend from one of the first episodes (the one who is training under garp) can use haki now. Did I just miss that in the manga, or was that exclusively the anime?
Anyway, I'm way excited to see how powerful he got after the two years! He has haki now, and he is training in the techs of cp9. He should be pretty dang powerful.

You just missed that. He 'awakened' during the end of the Whitebeard War, and they talked about it after.

Yea, Coby should be no slouch. Bare minimum a Lt, maybe as high as Captain.

Luffy fought Arlong on land where he's naturally weaker whereas he's fight Hodi underwater in his natural element. Plus Hodi has a good 3 years of so of training on him because Arlong got his ass kicked/died/what the hell even happened to him anyway?. Plus by the looks of it Arlong spent most of his time above the water dicking around with Nami's village etc. And finally remember that Hodi is suped up on happy-pills and much stronger than he normally is.
At base he's probably not too far from Arlongs level.

I doubt we'll be seeing any Fishmen above Jinbei's level personally. And to be fair, Jinbei is really strong, he showed himself to be at least on par with Luffy.
The reason Arlong comes off as weaker than Hodi is because he is. Even before he became permanently popped on his steroids, Hodi was directly stated to be stronger than Arlong.
And to be fair, Arlong was still a Grand Line pirate, despite appearing so early. He just has been completely outdated since the Baroque Works arc.
Though, I would say Crocodile is stronger than Hodi is, at least on land. Obviously Hodi is better in the water.
