When minorities say a racist joke, it's just joking around but when a white person does it, it's offensive because white are looked at as being purely racist, defeating the purpose of the funniness of the joke itself. I think that depends on the situation and the intention of the one telling the joke. For instance, I have many native canadian (i.e. Cree, Ojibwa, Iroquios etc.) friends, and with many we'll make ongoing jokes to eachother because we know the intention is without malice.
However, when someone (be they white, black or puece) walks up to one of them and says, "heya chief", little humour is felt. As is the case when someone starts telling drunkin' indian jokes around a fire well withing the earshot of any natives, but with little attention paid to them as an audience of a joke.
Those are just two examples of what I am talking about, but I am assuming you get my drift.
